Here at ABP we are currently recruiting for a Harbour Master/Pilot for our Barrow. This an excellent opportunity to lead the harbour and piloting function at our Barrow Port.


Our port at Barrow plays a key role in the offshore energy industry, and is the site of BAE Systems submarine facility. The Barrow port faces out to the Irish sea and is only 30 minutes away from the beautiful Lake District National Park, and has links to the M6 along with national rail links.


This position will consist of two main parts. The first is that of Harbour Master, and the successful candidate will fulfil functions for all Statutory and Competent Harbour Authority responsibilities, along with HSE, security and associated elements. The second part of this role involves providing pilotage duties and is responsible for the safe and efficient conduct of navigation of vessels which request the services of an authorised pilot within the jurisdiction of Barrow. The Harbour Master and Pilot position will also manage the Marine team.

Main Duties

  • Oversee the standards of a safe and efficient pilotage service for all vessels requiring or directed to take a pilot within the port’s area of jurisdiction, including the authorisation of pilots and PEC holders on behalf of the Harbour Authority
  • Lead conservation projects, and with the assistance of the Compliance Teams, develop oil spill response, disaster recovery and any other plans with an environmental impact
  • Monitor and manage the implementation of the Port of Barrow Marine Safety Management System in accordance with the requirements of the Port Marine Safety Code.
  • Advise the Divisional Port Manager, North West and line management on matters of Compliance, H&S & security by keeping abreast of changes in legislation & codes of practice and security requirements which may impact on ABP.
  • Liaise with Group Safety Manager, enforcing authorities, trade organisations, insurances etc.  Assist and guide DPFSO at the various ABP Port Facilities.
  • Assist with development of group Compliance policies and internal group auditing. Implement any changes within the Port of Silloth.
  • Verifying quality of hydrographic surveys within the port, ensuring that they meet all compliance regulations both locally and nationally.
  • Conduct pilotage duties by providing the safe movement of vessels from sea, berth and anchorage in accordance with appropriate procedures.
  • Manage ABP’s security arrangements on a day to day basis, ensuring ISPS compliance is retained in line with the port security plan.


Essential Requirements

  • Relevant marine qualification
  • Excellent communicative and leadership skills
  • Working knowledge of Port Marine Safety Code (PMSC), all relevant marine, harbour, H&S and environment legislation and its relevance to pilotage operations
  • Ability to balance the demands of stakeholders with regards to safety and commercial awareness
  • Flexible approach to service delivery and working hours, including a willingness to travel as required on ABP South Wales business
  • Experience and knowledge of developing and maintaining Marine Safety systems and procedures


  • Previous pilotage / harbour master experience.
  • UK Harbour Master Certificate / Diploma or willingness to study and undertake the learning to achieve qualification.
  • Experienced in working with marine data sets, computing systems or similar.
  • Relevant Port experience in general operations.
